Providing protection to women has been a priority of governments across time. It wasn't much different in the Kautilyan State, as envisioned by Chanakya. Drinking and gambling were heavily regulated, and were confined to government sanctioned places within each town/village.
To ensure that those who were drunk do not disturb the neighborhood, a curfew was imposed at night times. This also should have ensured a tight hold on thieves. But protection to women was nevertheless extended to ensure easy passage within the town limits.
A curfew was normally imposed in the cities at night. Care was, however, taken to ensure that the city guards did not use it to misbehave with women.
A master stategist who was well-versed in the Vedas and adept at creating intrigues and devising political stratagems, Kautilya was the man who shattered the Nanda dynasty and installed Chandragupta Maurya as the king of Magadha.
