Who is responsible for maintaining public property? And who should contribute for building the public facilities? Kautilya speaks about these in the Arthashastra.
Commoners were expected to contribute towards building and maintaining facilities that were to be used by the public. Anyone caught obstructing or damaging such facilities were fined.
The people were expected to contribute to building common facilities, not obstruct their use nor destroy them. Causing harm to an entire neighborhood attracted a fine of 48 Pana.
