Subhaashita Sutras - 14

नागुणी गुणिनं वेत्ति गुणी गुणिषु मत्सरी । गुणी च गुणरागी च सरलो विरलो जन: ।।

सु.र.भां. - 45 - 13

One who has no merit cannot appreciate merit. However, a merited person is jealous of another ned meritorious person. Thus a simple man of merit who appreciates the meritorious is very rare.
