Swacch Bharat in the Kautilyan State | Arthashastra

The Arthashastra contains fifteen books which cover numerous topics that are of relevance even today: revolts and rebellions, structure of the state, consumer protection, salaries of government servants, property laws, labor laws, criminal investigations, the penal system, prevention of confederacies and oligarchies, the duties of the king, and a complete code of law, among others.


In the wake of country-wide clean drives, India has seen a substantial rise in public cleanliness. Turns out, this was taken seriously even in the past.



Kautilya explains about different fines for dirtying the neighborhood. One of them being a fine for obstructing the smooth usage of roads by throwing dirt, water or mud.


Note:

  • Pana is a silver coin

  • Kara also means a pana

  • Half, quarter and one-eighth pana silver coins were also in circulation

  • There were sixteen mashakas to a pana and four kakanis to a mashaka

  • There were one mashaka, half a mashaka, one kakani and half-kakani copper coins

  • The smallest coin was, therefore, one hundred and twenty-eighth the value of the highest.
